Title 19, Part 1
The Texas Higher Education Coordinating Board (Coordinating Board) proposes the review of Texas Administrative Code (TAC), Title 19, Part 1, Chapter 1, Subchapter P, Lower-Division Academic Course Guide Manual Advisory Committee, pursuant to Texas Government Code, §2001.039.
This review is conducted as required by law, which states that state agencies must assess whether the initial reasons for adopting a rule continue to exist every four years. As required by statute, the Coordinating Board will accept comments as to whether TAC, Chapter 1, Subchapter P, should continue.

Box 12788, Austin, Texas 78711-2788, or via email at AHAcomments@highered.texas.gov. Comments will be accepted for 30 days following publication of this notice in the Texas Register.

Title 43, Part 10
The Texas Department of Motor Vehicles (department) will review and consider whether to readopt, readopt with amendments, or repeal 43 Texas Administrative Code, Chapter 206, Management; Chapter 211, Criminal History Offense and Action on License; and Chapter 217, Vehicle Titles and Registration, §217.27. This review is being conducted pursuant to Government Code, § 2001.039.
The board will assess whether the reasons for initially adopting these rules continue to exist and whether the rules should be repealed, readopted, or readopted with amendments.
If you want to comment on this rule review proposal, submit your written comments by 5:00 p.m. CDT on August 25, 2025. A request for a public hearing must be sent separately from your written comments. Send written comments or hearing requests by email to rules@txdmv.gov or by mail to Office of General Counsel, Texas Department of Motor Vehicles, 4000 Jackson Avenue, Austin, Texas 78731. If a hearing is held, the department will consider written comments and public testimony presented at the hearing.
Proposed changes to §217.27 and sections of Chapter 211 are published in the Proposed Rules section of this issue of the Texas Register and are open for a 30-day public comment period as required under the Administrative Procedures Act, Government Code § 2001.023. No changes are proposed for Chapter 206.

Department of Savings and Mortgage Lending
Title 7, Part 4
The Department of Savings and Mortgage Lending (SML), on behalf of the Finance Commission of Texas (commission), has completed its review of the following chapters of 7 TAC Part 4:
Chapter 51, Department Administration (§§51.1 - 51.4, 51.100, 51.200, 51.300 - 51.304, 51.400 - 51.405, and 51.500 - 51.506).
The review was conducted in accordance with Government Code §2001.039. Notice of the review was published in the March 21, 2025, issue of the Texas Register (50 TexReg 2081). No comments were received in response to the notice.
The rules in 7 TAC Chapters 51 were adopted by the commission on behalf of SML.
As a result of the rule review conducted by SML, the commission determined that certain changes to the rules were appropriate. Those proposed rule changes were published in the May 9, 2025, issue of the Texas Register (50 TexReg 2735), and the adopted rule changes were published in the July 4, 2025, issue of the Texas Register (50 TexReg 3867).
The commission, after considering the results of the rule review conducted by SML, finds that the reasons for initially adopting the rules reviewed continue to exist and readopts 7 TAC Chapter 51.

Title 26, Part 1
The Texas Health and Human Services Commission (HHSC) adopts the review of the chapter below in Title 26, Part 1, of the Texas Administrative Code (TAC):
Chapter 910, State Facility Business Operations
Notice of the review of this chapter was published in the June 6, 2025, issue of the Texas Register (50 TexReg 3485). HHSC received no comments concerning this chapter.
HHSC has reviewed Chapter 910 in accordance with Texas Government Code §2001.039, which requires state agencies to assess, every four years, whether the initial reasons for adopting a rule continue to exist.
The agency determined that the original reasons for adopting all rules in the chapter continue to exist and readopts Chapter 910. Any amendments, if applicable, to Chapter 910 identified by HHSC in the rule review will be proposed in a future issue of the Texas Register.
This concludes HHSC's review of 26 TAC Chapter 910 as required by Texas Government Code §2001.039.
